Thai opposition huddles with Thaksin in Cambodia

SIEM REAP, Cambodia (Reuters) - Scores of Thai opposition politicians poured into Cambodia on Friday to meet their fugitive leader, raising the prospect of a more aggressive push to topple the Thai government.

Supporters of former premier Thaksin Shinawatra headed to the Cambodian town of Siem Reap to meet the former telecoms billionaire, who was ousted in a 2006 military coup and later convicted of graft in absentia and sentenced to two years in prison.

Thaksin has created a makeshift political headquarters, complete with high-tech office equipment, in a hotel restaurant in Siem Reap, home to Cambodia's famed Angkor Wat temple complex and just about 150 km (90 miles) from Thailand.

Although he was expected to fly on Saturday to Dubai, where he spends most of his time in self-imposed exile, the alliance between Thaksin and Cambodian Prime Minister Hun Sen is stoking concern in Bangkok about a push by Thaksin to regain power.

"Effectively, Hun Sen has now allowed Thaksin to use Cambodia as a base of operations to operate against the Thai government. That's not good," said Thai Finance Minister Korn Chatikavanij.

Thaksin was seen with about 20 supporters. Another 60 had crossed into Cambodia and about 20 were on the way to the border, said Surapong Towichakchaikul, a member of the Puea Thai Party, latest incarnation of Thaksin's disbanded Thai Rak Thai party.

The presence of Thai opposition leaders meeting on Cambodian soil complicates a diplomatic row sparked last month when Hun Sen offered Thaksin refuge and a job as economic adviser. Thaksin flew to Phnom Penh on Tuesday to take up the offer. Royalists aligned with the military, who wear the king's traditional colour of yellow, plan a demonstration on Sunday to denounce Thaksin and the Cambodian government, threatening to deepen the political and diplomatic impasse.

Adding to the friction, a Cambodian court charged a Thai man on Friday with a breach of national security laws, accusing him of stealing Thaksin's flight schedule and sending it to the Thai embassy in the Cambodian capital, Phnom Penh.

Sivarak Chutipong, 31, a flight data processor at Cambodia Air Traffic Services Co Ltd, was detained on Wednesday. He faces up to 15 years in jail if convicted.

The charges came a day after Cambodia expelled a senior Thai diplomat without explanation on Thursday, and Thailand reciprocated.

The countries have already recalled their ambassadors, and Thailand is freezing several investment projects after Cambodia rebuffed Thailand's request to extradite Thaksin.

Twice elected in landslides, Thaksin was ousted in a military coup in 2006. He was later convicted of breaching conflict-of-interest laws and sentenced in absentia to two years in prison. He still commands a huge, loyal following in Thailand.

His allies say he gave a voice to Thais who have missed out on decades of economic development. They are seeking a royal pardon and demanding the resignation of Prime Minister Abhisit Vejjajiva, who leads a shaky coalition.

His critics, largely the urban elite in Bangkok, say he ran roughshod over Thailand's system of parliamentary checks and balances in an increasingly dictatorial rule.

Analysts say Thaksin is trying to stop Abhisit from consolidating his power, hoping to cause enough problems for him to call a snap election, which could take place next year.

Abhisit said on Friday the government would be careful in its retaliation and proceed with "proper measures" in the dispute, which has also drawn attention to a border where Thai and Cambodian troops have clashed this year in a dispute over an 11th century temple.
